OTT Players will be judged as Telecom Companies:

OTT Players will be rated as Telecom Services. Because they provide service similar to telecom companies. After this, OTT Players will need a license and permit to operate in India. This app is bad news for developers because the cost of the license is quite high.

OTT players may need to upgrade the network:

Apps like Whatsapp, Skype, Hike may have to invest in the network upgrade of telecom companies. Tell you that telecom companies spend thousands of crores to buy spectrum and to install network coverage in the country. TRAI has asked that the regulatory or licensing imbalance between telecom companies and OTT players is affecting Telecom in India. Because the companies are making huge investments to improve their network and OTT Players are using a network of telecom companies to offer their services.
